Fixes two errors in the Calico Open Source NetworkPolicy reference, in next and in 3.31, 3.32, and 3.33.

• Adds the tier field to the spec table.
• Fixes the Pass action description. Pass goes to the next tier, not to the profiles. This partial is also used by the GlobalNetworkPolicy and staged policy pages.

The review found one gap, in 3.31 only.

• In 3.31, a network policy outside the default tier must be named ., or create and update fail (libcalico-go/lib/clientv3/networkpolicy.go@v3.31.7:66, libcalico-go/lib/names/policy.go@v3.31.7:105). The 3.31 tier row now says so.
• Later versions don't enforce the rule (ValidateTieredPolicyName has no caller from v3.32.2 on), so next, 3.33, and 3.32 are unchanged.
• This PR and DOCS-3085: Fix the GlobalNetworkPolicy resource reference #3081 must merge together: each fixes one of the two defects in the shared _rule.mdx.
