Fixes the StagedNetworkPolicy reference so that it agrees with the API for each docs version: next, 3.33, 3.32, and 3.31.

• Adds the stagedAction field.
• Adds the HTTPMatch reference. The Rule table already linked to it.
• The remaining critical and major are in the shared Rule partial. DOCS-3077: Fix the NetworkPolicy resource reference #3072 and the GlobalNetworkPolicy PR fix them.

Defects against each version's CRD, scored before and after:

• next: 1 critical and 6 major before, 1 critical and 1 major after
• 3.33: 1 critical and 6 major before, 1 critical and 1 major after
• 3.32: 1 critical and 6 major before, 1 critical and 1 major after
• 3.31: 1 critical and 6 major before, 1 critical and 1 major after

Minor defects, such as undocumented limits and validation rules, are left for DOCS-3105.

• The stagedAction row said a staged policy previews the enforced policy that has the same name. Calico Open Source doesn't do that. A staged policy is evaluated alongside the enforced policies, and nothing matches names (app-policy/checker/check.go).
• Set now says the policy is evaluated as if enforced, and the result is reported in the policies.pending field of flow logs. Every version reports it (felix/collector/collector.go).
• Delete now says the staged policy is ignored. The update processor drops it before it reaches Felix (libcalico-go/lib/backend/syncersv1/updateprocessors/stagednetworkpolicyprocessor.go). The rule that other spec fields must be empty, except tier, stays (validator.go).
• Learn and Ignore are now described as treated like Set. Nothing in Calico Open Source reads them beyond validation.
• The Selector heading is now Selectors, so the five #selectors links from the shared EntityRule and ServiceAccountMatch partials resolve.
