Fixes the StagedGlobalNetworkPolicy reference so that it agrees with the API for each docs version: next, 3.33, 3.32, and 3.31.

• Adds the stagedAction field.
• Adds the HTTPMatch reference. The Rule table already linked to it.
• The remaining critical and major are in the shared Rule partial. DOCS-3077: Fix the NetworkPolicy resource reference #3072 and the GlobalNetworkPolicy PR fix them.

Defects against each version's CRD, scored before and after:

• next: 1 critical and 6 major before, 1 critical and 1 major after
• 3.33: 1 critical and 6 major before, 1 critical and 1 major after
• 3.32: 1 critical and 6 major before, 1 critical and 1 major after
• 3.31: 1 critical and 6 major before, 1 critical and 1 major after

Minor defects, such as undocumented limits and validation rules, are left for DOCS-3105.

• The stagedAction row had the same problem as the namespaced page. Staged policies are evaluated alongside enforced ones, not in place of a policy with the same name (app-policy/checker/check.go), and Delete is dropped before Felix (stagedglobalnetworkpolicyprocessor.go).
• Set, Delete, Learn, and Ignore are now described to match the code, and Delete keeps the tier exception (validator.go).
• The row now says that results for host endpoints aren't reported. The collector skips flows whose local endpoint is a host endpoint (felix/collector/collector.go).
• The Selector heading is now Selectors, so the five #selectors links from the shared partials resolve.
