Fixes the GlobalNetworkPolicy reference so that it agrees with the API for each docs version: next, 3.33, 3.32, and 3.31.

• Adds the tier field, and says that order applies within the policy's tier.
• Marks action as required in the shared Rule table. This also fixes the NetworkPolicy and staged policy pages.
• The remaining critical is the Pass description in the same partial, which DOCS-3077: Fix the NetworkPolicy resource reference #3072 fixes.

Defects against each version's CRD, scored before and after:

• next: 1 critical and 2 major before, 1 critical and 0 major after
• 3.33: 1 critical and 2 major before, 1 critical and 0 major after
• 3.32: 1 critical and 2 major before, 1 critical and 0 major after
• 3.31: 1 critical and 2 major before, 1 critical and 0 major after

Minor defects, such as undocumented limits and validation rules, are left for DOCS-3105.

The review found one gap, in 3.31 only.

• In 3.31, a global network policy outside the default tier must be named . (libcalico-go/lib/clientv3/globalnetworkpolicy.go@v3.31.7:66). The 3.31 tier row now says so.
• Later versions don't enforce the rule, so they are unchanged.
• This PR and DOCS-3077: Fix the NetworkPolicy resource reference #3072 must merge together: each fixes one of the two defects in the shared _rule.mdx.
