Declare explicit read-only permissions for the dependency verification job.

The verify_argo_cd_has_updated_dependencies job does not declare permissions:. It inherits the repository or organization default GITHUB_TOKEN scope. The job checks out the pull-request revision and runs make update-dependencies from that checkout. The job only needs to read repository contents. If the default scope grants write access, checked-out code can use the token to change repository resources.

The checkout step also keeps credentials persisted to the local git configuration. The other jobs in this file disable that behavior.

Good find!

But cannot reduce permissions - update-dependencies will write to workdir in case of dependency inconsistencies.

@olivergondza Thanks for adding persist-credentials: false.

The permissions setting controls GITHUB_TOKEN access to GitHub resources. It does not control filesystem access on the runner. make update-dependencies can still modify the working directory with:

The permission recommendation therefore still applies. Local file writes do not require contents: write.
