Summary
Summary by CodeRabbit
Chores
Added an automated check that flags dependency updates when they leave unexpected repository changes.
Dependency update commands now use shared scripts, and the Argo CD target version defaults to 3.5.6.
Removed the nested project’s issue and pull request templates, dependency update configuration, and automated build, test, and validation workflows.
Restricted permissions for several automated workflows to read-only repository access.
Removed the nested project’s experimental test-sync guide and utility scripts.
The root repository now owns dependency-update targets and verification. The update scripts use revised paths and read the Argo CD target version from the root Makefile. Several workflows, configuration files, templates, and helper files were removed from the nested argocd-operator repository.
The root Makefile defines ARGO_CD_TARGET_VERSION and invokes the dependency-update scripts. The nested Makefile's version setting and update targets were removed. The scripts use revised paths, and the Argo CD updater reads the target version from the root Makefile. The clone command suppresses Git's detached-HEAD advice.
Workflow verification and permissions .github/workflows/codegen.yaml, .github/workflows/kind-e2e-job.yaml, .github/workflows/openshift-ci-automation.yaml, argocd-operator/.github/workflows/*
The root codegen workflow runs dependency updates and checks for repository changes, excluding matching createdAt lines. The root workflows grant read access to repository contents. The nested CI, codegen, Go, and lint workflows were removed.
The nested Dependabot configuration, issue and pull request templates, boilerplate file, pod script, and sync-e2e-tests documentation, module, and program were removed.

Explanation
The title "chore: Unify .github + move hack/ to top level" matches the main changes. The PR unifies the .github directories by moving CI and dependency checks to the top level and deletes duplicate files in argocd-operator/.github/. It also moves hack/update-dependencies to the top level and removes the inner argocd-operator/hack directory. The title is short and specific, and it uses the conventional chore: prefix.

Declare explicit read-only permissions for the dependency verification job.
The verify_argo_cd_has_updated_dependencies job does not declare permissions:. It inherits the repository or organization default GITHUB_TOKEN scope. The job checks out the pull-request revision and runs make update-dependencies from that checkout. The job only needs to read repository contents. If the default scope grants write access, checked-out code can use the token to change repository resources.
The checkout step also keeps credentials persisted to the local git configuration. The other jobs in this file disable that behavior.

@olivergondza Thanks for adding persist-credentials: false.
The permissions setting controls GITHUB_TOKEN access to GitHub resources. It does not control filesystem access on the runner. make update-dependencies can still modify the working directory with:
permissions:
contents: read
The permission recommendation therefore still applies. Local file writes do not require contents: write.

Hmm, seems that #1458 got k8s deps ahead of corresponding version in matching argo-cd, and now make update-dependencies creates non-empty diff bringing those back. This has slipped because we did not verify this aspect at the time it was merged - otherwise the PR checks would fail.
