Problem

In live voice, the voice model gives a task to Hermes. Then, while Hermes works, it does not give a new request to Hermes. It holds the request or says that it must wait. A call must feel like a conversation in which the agent does many tasks at the same time.

Change

Both live voice providers' instructions (DEFAULT_INSTRUCTIONS and PublicLiveProvider.default_instructions) now say:

  • Hermes runs each delegated request on its own, side by side.
  • Delegate a new request as soon as it is complete, without waiting for earlier work to finish.
  • Keep talking with the person in between.

The bighelp app now starts each request at once. When the chat is free, the request becomes a turn of the chat. Otherwise it runs as a Hermes background task.

Risk

  • Only the instruction text changes. The wire format, routes and capabilities do not change.
  • Older apps run requests one at a time. With this text, they still accept each request, but its answer comes later.

Test plan

  • New test test_both_providers_hand_over_new_requests_while_earlier_work_runs fails on main and passes here.
  • tests.test_live_voice_provider passes (10 tests).

Both live voice providers' instructions now say that Hermes runs each
delegated request on its own, side by side: delegate a new request as
soon as it is complete, without waiting for earlier work, and keep
talking in between. The app runs each request at once (bighelp's live
voice no longer queues them).
