Organization-wide defaults for RobOutsourceHub.

• workflow-templates/: CI templates offered under Actions → New workflow in every repository of the organization
• CODE_OF_CONDUCT.md, SECURITY.md: used by repositories that do not have their own

Issue and pull request templates live in roh_package_template, so every package created from it carries its own copy.
