PPG values contain 19 significant bits but currently occupy 32-bit slots. Define a lossless ten-byte BLE sample containing red, infrared, green, and ambient (16 → 10 bytes, 37.5% smaller).
.oeformat and generated legacy codec.Validation: 17 generator/codec tests pass, including C golden-byte and truncated-input checks. Firmware and Flutter integration are separate PRs.
