Adds a TJSV exact-head admission pass for the real Zed API toolchain contract (
contracts/toolchain/main.tspand separately authored Draft 2020-12authored.schema.json) alongside the existing canary. Requires fresh Contract IR and complete consumer-admission refusal regressions; watches Rust flags source, Cargo/Zed/flags2env manifests, and toolchain contract sources so actual changes invoke parity verification. Replaces expired-audit historical TJSV pin with previously audited revisioneb669d2. The repository's existingzed-contract-parityjob remains responsible for runtime and manifest invariants and is not replaced by peer parity. Draft until exact-head CI confirms the product contract and separate implementation checks. Campaign DEN-3033.
