Adds a Sep 2, 2026 changelog entry announcing the improved P99 latency (~6-7s → ~4-5s) on hydrated streaming endpoints.

Changes

• New Sep 2, 2026 entry in changelog.mdx covering the latency improvement for Filtered Stream and volume streams, with links to the relevant docs pages.

Context

Reviewed all commits merged since the last changelog entry (Sep 1, 2026). The only user-facing product change was the streaming latency update; the remaining merges were automated OpenAPI spec syncs with no semantic API changes (OAuth scope reordering only).
