test: check and emit agree on accepted members and blocks #459

Problem

check accepted hero settings members emit cannot emit (#438), and blocks under catalogued keys were rejected at parse/check/emit while uncatalogued siblings carried (#413, #424). Whatever check accepts, emit must be able to emit, and the reverse.

Scope

Add tests over hero settings members and catalogued versus uncatalogued keyed blocks asserting parse, check, and emit agree on the same inputs.

Non-goals

A general reparse harness over the whole emit surface (decided against in #453).

Acceptance criteria

• Every program check accepts in the covered areas is emitted without error.
• Catalogued and uncatalogued keys are treated consistently by parse, check, and emit for carried blocks.
• The test fails if check accepts a member or block that emit cannot emit.
• Any disagreement found is fixed by sharing the established check.
