chore: remove redundant comments - #634

Delete narration, banners, and restating doc comments. Keep doc comments on public API, comments about upstream or client behavior we cannot change, SAFETY comments, and source attribution. No code logic changes; rustfmt reflow only. Refs #633

Summary
Removes redundant comments: narration, banners, and doc comments that restate the item name. Kept: doc comments on public API, comments about upstream or client behavior we cannot change, SAFETY comments, and source attribution.
124 files, 4016 lines deleted. No logic changes. The only added lines are rustfmt reflow of lines that had trailing comments.
Verification
