Fixes #89.

Chooses option 2 (owner contract in AGENTS.md): enforcement logic must land with reject and accept/boundary tests in the same change. Option 1 is hard to judge mechanically; option 3 would duplicate the existing "Test both successful and failing behavior" section of testing-policy.

The matching LESSONS.md entry is removed, as its procedure requires after promotion. The original gaps (#51, #53) were already closed before merge (step and matcher negative tests).

Docs-only; no wire, spec, or fixture changes.

Promote the LESSONS.md entry on contract checks into an owner contract and remove it from the review queue.
