Summary

  • Replace the repeated dtolnay/rust-toolchain + Swatinem/rust-cache steps with wrightkit/.github setup-rust, so third-party action SHAs are pinned in one place.
  • Point rust-quality.yml at @main instead of a stale SHA, per docs/ci-platform.md.
  • Cache behavior: identical shared keys and save rules; cache-bin is now always off, as the Rust CI policy requires.

Blocked on

wrightkit/.github#95 (adds the action). Mark ready after it merges; CI cannot pass before then.

Test plan

Replaces the repeated toolchain and rust-cache steps with wrightkit/.github setup-rust, which pins the third-party action SHAs in one place, and moves the rust-quality reference from a stale SHA to main per docs/ci-platform.md. Depends on the setup-rust action landing in wrightkit/.github.
