Build against vtxos/cosigner v0.1.1 - #1

The cosigner and the crates this platform shares with it (escrow service, policy and wire types, ark, threshold) moved out of the wallet into vtxos/cosigner, which releases them by tag. All four come from v0.1.0, the release infra ships; nothing here changed to follow. The e2e checks out vtxos/wallet and refuses to run when the wallet's cosigner submodule is at another release than this platform's. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
