This PR cherry-picks changes from the original PR #10381 to branch 24.10.


Summary

  • Port the 25.2 validation workflow, without the nightly local web-components run
  • Run ITs against a Selenium standalone-chrome service with test.use.hub
  • Add the shared WTR config with JUnit reporter and the WTR session error report
  • Add skipSvgChartsBuild to the charts SVG generator
  • Remove scripts/build.sh

This line targets Java 17. On JDK 21 the LocalDateTime renderer ITs fail because of the CLDR narrow space before AM/PM.
