Adds Amp orb bootstrap scripts under
.agents/so agent environments can build the Rust rig repo without manual toolchain setup..agents/setupis an idempotent cold-start script: installs missing apt build deps (cmake,ninja-build, etc.), installs/configures rustup with stable rustfmt and clippy, and runscargo fetch(locked whenCargo.lockexists).
