Adds a prerequisite to the Buildkite getting-started page: connect a Buildkite API token with the read_builds and read_organizations scopes at Settings → Organization → Buildkite.

Buildkite's OTLP exporter sends nothing for a job that never runs, so without the token Trunk can't see the steps Dynamic CI skips. The scopes and the dedicated-user advice match the connect dialog in the web app.
