Raise the Go requirement to 1.27.1 and align the README. Update the CI actions and read the Go version from go.mod so CI stays aligned with the module.
Validated on Go 1.27.1: go test ./..., go vet ./..., go build ./..., and go mod tidy -diff all pass.
