Fixes inaccuracies on the IPAMConfiguration reference page, found and verified with the calico-fact-check skill.
Changes next and 3.33, reproduced on kind clusters running v3.33.0. 3.32 and 3.31 are unchanged: ipCooldownSeconds does not exist at those releases, and their default installs accept the documented maxBlocksPerHost range.
