DOCS-3098: Fix inaccuracies on the Tier reference

Fixes inaccuracies on the Tier reference page, found and verified with the calico-fact-check skill.

• order: a tier with no order is treated as order 1000000, the same as the default tier. It is not evaluated last, and the default is not nil.
• The default tier is not the last tier. Kubernetes cluster network policies go in the kube-admin (1000) and kube-baseline (10000000) tiers, and the operator adds a calico-system tier (100) when the projectcalico.org/v3 API is available. In 3.31 the text names the adminnetworkpolicy and baselineadminnetworkpolicy tiers instead, and omits calico-system, which that release does not create.

Changes next, 3.33, 3.32 and 3.31. Each fix was reproduced on a kind cluster running that tree's release: v3.33.0 for next and 3.33, v3.32.2 for 3.32, v3.31.7 for 3.31.

Not changed, for follow-up:

• The name row does not give the tier name rules (63 characters, lowercase alphanumerics and -, no dots).
• A tier whose only applying policies are staged policies has no end-of-tier drop.
• kubectl alias behavior (case-insensitivity, tier.p) was not checked.
