Fixes SYS-1077

Updates the workspace to Effect 4.1.2 and @effect/tsgo 0.64.1. The existing 4.1.0 overrides for three @effect runtime packages are removed so their compatible dependencies resolve to 4.1.2.

Validation and remaining evidence

• Frozen installation and formatting check passed. The xstate-effect typecheck passed; its focused test run passed 139 tests across 9 files. The Effect runtime smoke returned 42. lint:tsgo exited 0 with unstable API warnings.
• corepack pnpm peers check exited 1 on both the exact base f9301d0c65547e2232e6fc4d7eefc4f2a4e68a19 and this candidate: oxlint 1.90.0 versus ~1.82.0, and oxlint-tsgolint 7.0.2005 versus 7.0.2001. These peer mismatches predate this change.
• The original Worktrunk dependency hook failure remains unexplained: its subprocess diagnostics were suppressed, and the later frozen installation succeeded.
• Pending before approval: full pnpm check:ci off-host (START-4), independent driver review, and CI evidence for the exact PR head. The focused tests do not replace the full check.
