Adopt shared lint and TypeScript presets, the portable safety pack, generated cloud setup, and toolchain-based parity selection. Replace Dylint with the shared stable source checker pinned to an exact tooling revision. Generate Dependabot configuration with @stll/oxlint-config generateDependabotConfig.

Retain two project-resolution aliases: #stdnum-runtime serves 176 imports across 176 files; @stll/stdnum/native serves two imports in one WASM source file. Retain one exact Rust 1.97.1 exception for Hawk 0.1.12’s prebuilt compiler-private binary; ordinary Rust checks use 1.99.0. Upstream compatibility tracking.

Summary by CodeRabbit

  • Development Tooling
    • Added automated cloud environment setup with pinned runtimes and Rust tools.
    • Updated the project’s Node.js and Rust toolchains and added portable-safety linting.
  • Bug Fixes
    • Improved native module loading on Linux when system runtime information is missing or malformed.
  • Quality Checks
    • Added tests for tooling configuration and workflow behaviour.
    • Updated CI and release builds to use the revised toolchain and lint checks.
  • Dependency Management
    • Revised automated dependency update schedules and package update rules.

Shared tooling update: pins @stll/oxlint-config to 1.4.0 and regenerates Dependabot and cloud setup. Dependabot includes Bundler and Composer at /scripts/oracle.

Type-aware project ownership: 31 orphan files reduced to 0 (22 scripts and 9 package entry/configuration files). Node configuration owns package loaders and build configuration; the script project uses Bun types, and the stdnum development project explicitly includes its existing Bun tests. Native loader checks safely narrow runtime report headers. Workflow runtime selectors and action version comments follow the shared policy.

Validation: check:toolchain passes; pre-push checks pass (26 tests, all existing typecheck projects, formatting, generated AI configuration).

The package-quarantine check awaits the shared handling of permanent first-party exemptions in stella/tooling#167 and stella/.github#148. The three first-party exemptions remain unchanged.

📝 Walkthrough

The pull request adds a cloud setup script with install and start modes. It also updates shared linting, Rust and Node toolchains, TypeScript configuration, CI workflows, and dependency policies. The CommonJS loader now validates glibc runtime report data before selecting a binding.

Changes: Cloud Development Environment

Layer / File(s) Summary
Validate setup and install runtimes
.agents/cloud-setup.sh
The script validates its environment and privileges, uses bounded network operations, installs pinned Node and Bun runtimes, and installs dependencies.
Install and verify Rust tools
.agents/cloud-setup.sh, stll-toolchain.json
The script installs and verifies Rust 1.99.0, its components, and the WebAssembly target. Cloud toolchain configuration records the components and target, plus a cargo-hawk exception.
Configure session startup
.agents/cloud-setup.sh, .claude/settings.json, package.json, scripts/tooling-adoption.test.ts
The script manages shell startup files and install/start phases. The Claude hook runs start mode in remote sessions and appends the managed profile when configured. Package scripts and tests cover setup configuration.

Shared Tooling and CI

Layer / File(s) Summary
Replace Dylint with source linting
.cargo/config.toml, dylint.toml, oxlint.config.ts, package.json, .github/workflows/ci.yml, scripts/tooling-workflow.test.ts
The Cargo alias, package scripts, and CI use the Rust source checker instead of Dylint. Oxlint adds portable-safety rules. Workflow tests check the lint setup.
Align shared toolchains and CI
.node-version, rust-toolchain.toml, Cargo.toml, .github/workflows/*, stll-toolchain.json, scripts/tooling-workflow.test.ts
CI and release workflows use Rust 1.99.0 and read Node versions from .node-version. Rust exception and cache settings are updated.
Update TypeScript and tooling configuration
tsconfig.json, packages/*/tsconfig.json, packages/native-modules.d.ts, scripts/tsconfig.json, package.json, scripts/tooling-adoption.test.ts
TypeScript configurations use updated shared bases and workspace options. Tooling dependencies, scripts, and adoption tests are updated.
Update dependency policies
.github/dependabot.yml, bunfig.toml, scripts/tooling-adoption.test.ts
Dependabot schedules, directories, and ignore settings change. Bun’s release-age exemption changes, and tests check the package exemptions and manifest coverage.

CommonJS Native Binding Detection

Layer / File(s) Summary
Validate glibc runtime reports
packages/stdnum/index.cjs, packages/stdnum/src/__test__/native-node.test.ts
The loader validates the process report, header, and runtime version before selecting a glibc binding. Tests cover malformed reports and a valid runtime version.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Check that the Bun check on Line 136 quotes $BUN_DIR/bun.

The call "$($BUN_DIR/bun --version)" leaves $BUN_DIR/bun unquoted. Today BUN_DIR has no spaces, so the check works. The same pattern appears on Line 160. Quote the expansion to keep the check safe if the path changes.
