The original task is to analyze and refactor dev-env using newer models and optimizations. This repository is the specification and architecture record, while executable hooks and workflows live in implementation repositories.

Inventory the current review/gating pipeline, model choices, cost and latency, redundant checks, and recurring failures. Compare measured behavior with current options, identify specific changes with an owning implementation repo, and record the tradeoffs here before opening implementation issues. Coordinate with existing dev-env issues so this does not duplicate them.
