What this is
The one remaining item on the critical path W1 → W2 → W3 (see docs/STATUS.md, "Critical path"). standards-check.yml runs non-required on every fleet repo; W3 is flipping it to a required check alongside claude-review, repo by repo, without ever dropping required checks to zero on any repo (the 2026-09-08 roadmap's hard constraint).
Re-measured 2026-09-16: required on 5 of 42 repos — smartwatermelon/dev-env, smartwatermelon/github-workflows, smartwatermelon/.github, twistedmelonman/claude-config, twistedmelonman/dotfiles. The other 33 still require only claude-review; 4 require nothing.
Scope note
A distinct retirement phase (remove claude-review, delete claude-blocking-review.yml, retire the major tag) comes after W3 is proven in enforcement — it is not part of this item. See docs/STATUS.md section "W3's scope, settled 2026-09-16."
