Summary
release_versionwas trying to create a GitHub Release before the commit and tag were pushed. It now only prepares the local release.The tag workflow creates the GitHub Release after publishing to npm. If that step fails, rerunning the job skips the published npm version and retries the GitHub Release. Existing release notes are left unchanged on reruns.
