GitHub 原生转移后，发布工作流和包元数据仍限定个人仓库，导致组织下发布被跳过或校验失败。将发布身份及当前操作指南改为 semicoder-dev，准备 0.7.1 补丁发行，包名和 SDK/CLI/MCP 契约保持不变。
验证：check、80 项测试、实际 npm 归档及独立 ESM/CJS/TypeScript/CLI/MCP 消费、actionlint 通过。OIDC 正式发布将在此 PR 合并及 npm 新身份配置后验收。
