monitoring/tools: add Gliese Watch

What does this PR change?

Adds Gliese Watch to the Commercial / hosted section of the on-chain monitoring tools catalog, in alphabetical order. Disclosure: I build it.

It fills a gap in the current list: control-plane changes (proxy upgrades, owner and admin changes, Safe signers and threshold, timelocks) with a public page per contract showing who controls it, and a free tier.
