Supersedes #40.

#40 raised the floor to ^3.0.0, which would require dateutil 3 for every rootly install. botocore pins python-dateutil<3.0.0, so the SDK couldn't be installed next to boto3. This widens the range to >=2.8.0,<4.0.0 instead, so either major works.

The SDK only uses dateutil.parser.isoparse (generated models), which the 3.0 release doesn't change.

Also syncs uv.lock with the existing ruff 0.17.2 dev pin.

Tested (python -m unittest discover -s tests):

  • Python 3.10 and 3.13, each with dateutil 2.9.0.post0 and 3.0.0: all OK
  • rootly + boto3 install together (resolves dateutil 2.9.0.post0)

Accept python-dateutil >=2.8.0,<4.0.0 instead of moving the floor to 3.0
(Dependabot #40). botocore still requires python-dateutil<3.0.0, so requiring
3.x would make rootly impossible to install next to boto3. The SDK only uses
dateutil.parser.isoparse, which behaves the same in both majors.

Also syncs uv.lock with the ruff 0.17.2 dev pin.
