The operator test workflow now excludes Ginkgo tests; the Kubernetes environment previously started by the controller test suite is no longer configured.
The root Makefile now runs formatting, vetting, and tests for both Go modules. It adds an Image Updater CRD download target. The operator Makefile loses several targets, and the controllers Ginkgo suite setup file is deleted.
