Copy the complete bundle from liskov-rs merged producer 13f039d41b8febf36db37844a7a61cc405fcec79 (BKLG-20260926-6f4f, PR #1826), sourceDigest sha256:eb606519f755169179b09b7cdf287799e6b0450d99b412ca0f852600d4b94847. Pin all artifact hashes and exercise matching, missing, hostname-mismatched and path-mismatched Access evidence through the existing adapter. Keep publicationPairs at V5 source only. The exact producer also prepares V8, so future-version checks follow its V9 unknown vector; retained corpus cases stay unchanged. Validation: full configured gate, 458 tests, package verification and root proof plugin smoke; packaged bundle bytes match the producer.

Vendor the complete policy client bundle from liskov-rs producer commit
13f039d41b8febf36db37844a7a61cc405fcec79(PR #1826), so V7 provider-gated materialization evaluates Access evidence through the existing adapter.Pin the producer artifact hashes and test matching evidence plus absent, hostname-mismatched, and path-mismatched observations. The producer also prepares V8, so unknown-version tests follow its V9 corpus vector. Publication remains limited to V5 source manifests.
