Refs BKLG-20261002-jgmg; ADR-0201; ADR-0082. Copy all five owner bundle files byte-for-byte from liskov-rs 01d26a4906347e6af622506cb68d9b0b2b6f0dda, containing the country (87oi) and spread (6fcn) contract changes. Pin accepted V6 placement shapes and owner refusal codes/pointers while keeping publication V5-only and retained V4/V5 digests unchanged.

V6 country allow/exclude and manager/country spread documents previously failed the CLI's vendored policy validator. This refresh copies all five owner bundle files byte-for-byte and adds tests that preserve accepted placement data and report the owner's refusal codes at their exact pointers. V6 and V7 publication remains refused; the sole publication pair is manifest@5 source.
