BKLG-20261101-cdh7 implements ADR-0272 section 2, preserving ADR-0271's fetch budget and bounded evidence. Offer the exact UN source only on named days, answer without a Source call, and refuse direct live HTTP access. Capture 249 observances on 191 dates and add offline drift/serialization regressions, a read-only weekly drift workflow, source labels and release instructions. Validated tree feb8477: full plumage gate (fmt, Clippy, 184 Rust tests, warnings-denied docs), release build and usage smoke, script py_compile, 9 packaging and 6 observance Python tests. Captured HTML retains upstream whitespace. Native AArch64 remains the required CI job.

On days with UN observances, Plumage now offers the UN observances calendar as a fetchable source and answers from data compiled into the binary. The fetch uses no socket or Source call, keeps the existing budget and bounded evidence rules, and labels the evidence and site source
UN · Observances. The compiled calendar contains 249 entries across 191 dates. An offline fixture, comparison script and weekly read-only workflow detect upstream drift; README instructions describe calendar updates. Release rollout and the first live drift check remain with the release packet.
