Remove `cache: npm` from the `setup-node` step. With `npm ci` taking about 5 seconds, a restored cache saves about 2 seconds, while a run without one, the first of every PR, is slower by about as much. Signed-off-by: penge <ppenge@gmail.com>

Node 20 reached end of life in April 2026. Node 24 runs the TypeScript scripts (
build.ts,watch.ts,env/set-client-id.ts,scripts/set-version.ts) andjest.config.tsdirectly with its built-in type stripping, sots-nodeandregister.jsare no longer needed.Changes
