ci: enforce the Vite+ jobs and stop running prettier and JSON validity - #4

The vite-plus job drops enforce: false, so a failing vite-plus job now fails this required workflow. Every openNTL repo passed the advisory run. The lint job passes prettier: false and json-validity: false: the org ruleset now requires vite-plus / fmt, check, test and build, and vite-plus / fmt replaces both retired contexts.
