Patch release: NetGraph 0.24 now requires netgraph-core>=0.10.0,<0.12.

netgraph-core 0.12 changes the engine API that NetGraph 0.24 calls, so once it is published an unbounded install would pair 0.24 with it and fail. This release adds the upper bound before Core 0.12 is published. Nothing else changes: the package code is byte-identical to 0.24.0.

Checked locally: the test suite passes on netgraph-core 0.10.0 and 0.11.0 (1,284 tests each) and fails on 0.12 (306 failures), the wheel metadata carries the bound, and pip resolves 0.24.1 to netgraph-core 0.11.0.

netgraph-core 0.12 changes the engine API that NetGraph 0.24 calls,
so 0.24 is bounded to >=0.10.0,<0.12. Tested on netgraph-core 0.10.0
and 0.11.0 (1,284 tests each).
