This PR updates the licensing and authorship for the
SoilKnowledgeBasepackage to clarify its open source status, align with federal open source guidance, and adopt the MIT License.INTENT.mdfile to clearly explain the legal intent, copyright status, and licensing approach for the project, including treatment of U.S. Government works and external contributions.README.mdandREADME.Rmdto include a new license section referencing the MIT License, the federal public domain status, and the new intent documentation.NEWS.mdabout the relicensing and legal clarification..Rbuildignoreto exclude the newINTENT.mdandLICENSE.mdfiles from the build.
