  • Adds a "Dependency Review" action.
  • Bump Rust version to 1.99 (add a rust-toolchain file, set the MSRV, remove steps to install 1.68).
  • Clean clippy warnings.
  • Handle the allocator_api feature changing to allocator_ext in nightly.
  • Pin GitHub actions to commit ids instead of versions.
