Update the linked SET setup to 0.5.1
The compatibility table now advertises ID 0.5.1, but the linked “Complete SET setup” still tells users to install id-protocol==0.5.0 in both local and GitHub Actions instructions (integrations/set/README.md lines 8 and 33), and the installed hook returns a v0.5.0 guide URL. Users following this 0.5.1 release documentation therefore install the older version that still rejects the legacy policies this release is intended to support; update the setup instructions and hook URL to the released version.

ID 0.5.0 rejected the legacy list-based privacy policy during export. Version 0.5.1 normalizes that format in memory for validation and compact/MCP export, keeping the source file unchanged. Explicit local-only and task-scoped restrictions are preserved; unlisted fields default to local-only.
Mixed formats, conflicting rules, invalid field types, malformed JSON and owner mismatches remain blocked with specific errors. Restored the original legacy round-trip fixture and added CLI regression tests plus installed-package legacy-policy verification.
Validation: 54 tests, full validation and drift check, 78% coverage, installed-wheel demos with agentsgen 0.5.0 and SET 0.3.1.
