Summary

A @claude mention written by a bot the caller has not listed in allowed_bots used to start the responder job, which anthropics/claude-code-action then refused with "Workflow initiated by non-human actor". The PR was left with a red claude / claude check and an UNSTABLE merge state for no defect in the repo. CodeRabbit's review comments were the recurring case (lentago/betula#129, lentago/drosera#261 on 2026-10-07).

The job's if: now carries an actor gate ahead of the existing @claude predicates, so those events are skipped (grey) rather than started and failed (red). The gate mirrors the action's own allow-list matching, read from its isAllowedBot: a non-bot sender always passes; allowed_bots: "*" passes every bot; otherwise the sender's login must appear in allowed_bots, with or without its [bot] suffix, and contains() is case-insensitive like the action. A multi-entry list is passed through untouched (expressions cannot split it), so the action still decides in that case; no fleet caller sets allowed_bots today, and the default github-actions stays as it was. Human mentions and listed bots run exactly as before.

Also per RELEASING.md step 2, the internal render-claude-summary refs in both Claude workflows move to v1.3.1, the patch release this change ships in, and CHANGELOG.md gains the v1.3.1 entry. The tag is cut on this commit once it is on main; callers (currently at v1.2.3) pick the fix up when they bump.

Validation: both workflow files parse (PyYAML); the gate's truth table was checked against the action's source for the default list, a [bot]-suffixed entry, *, and the CodeRabbit case. The test-before-merge step from CLAUDE.md (point one caller at this branch) cannot exercise a bot-only predicate on demand, so behavioural confirmation is the first bot-authored @claude event after a caller bumps; that is recorded on the issue.

📝 Summary

Summary by CodeRabbit

  • Behavior Updates
    • Bot-authored requests are processed only when the sender is allowed. The allowed-bots setting supports * to allow all bots, comma-separated sender names, and matching names with or without the [bot] suffix.
    • Human-authored requests remain subject to the existing mention and content checks. The default allowed bot remains github-actions.

The responder workflow adds a job-level bot actor gate alongside its existing @claude checks. The summary-rendering action references change to v1.3.1, and the changelog records the update.

Callers using a multi-bot allow-list can still get a failed responder check for an unlisted bot mention. The issue is bounded but remains open for those callers.

Explanation

Issue #68 requires allowed_bots to have an empty default. .github/workflows/claude-responder.yml:54 keeps default: "github-actions". The gate at .github/workflows/claude-responder.yml:60-64 also lets every bot start the job when allowed_bots contains a comma, so a disallowed bot can still produce the action's failed check. The single-entry gate skips CodeRabbit and preserves human mentions, but these requirements remain unmet.

Set allowed_bots to an empty default.

Issue #68 requires the reusable workflow to allow no bots by default. With "github-actions", a github-actions-authored @claude event matches the actor gate and can start the job instead of being skipped.

On the outside-diff finding (set allowed_bots to an empty default): declined. The issue's "the default stays empty" line described the default as it was assumed to be, not as it is. allowed_bots has defaulted to github-actions since the input was added, and this PR keeps it. Changing the default would stop github-actions-authored @claude events from running for every caller that relies on it, which RELEASING.md classes as a breaking change (a major bump), not something to fold into a patch fix for red checks. If the fleet wants no bots by default, that is a separate decision and a v2.0.0.
