feat: qualified alias refs through ISC - #777

The alias reference grammar accepts identifier.identifier; the transform builds AliasRef with the map qualifier, the adapter builds Item::Alias with map:, and Isc::Generator emits the dotted form. Round-trips through the Python runtime, which resolves the target against its dependency table (interscript-py alias-vocabulary PR).

Completes the ISC alias vocabulary:
map.<dep-alias>.<name>alias references.identifier.identifier.AliasRefcarries the map qualifier.Item::Alias(name, map:).Isc::Generator: emits the dotted form.Requires interscript/interscript-py#9 (the Python converter resolves the qualified target against its dependency table). With it, the dsl_stage Python legs drop to 1 — the extended-engine fallback, which needs a cross-runtime callback design and is tracked as the vocabulary tail.
