Required CI is not green, so I cannot approve yet. The Ruby 3.1 / ActiveModel 7.0 job resolves multi_json 1.19.1 with json 3.0.2 and fails 28/45 specs at lib/hawk/http.rb:212: MultiJson.load uses its JsonGem adapter, which calls JSON.parse(string, options) with a positional options hash, whereas JSON 3 parse accepts only one positional argument (parse(source, **options)). The previous green base run resolved JSON 2.21.2; the appraisal lockfile is re-resolved in CI. This is an upstream version-compatibility problem exposed by fresh dependency resolution, not evidence that the setup-ruby version bump broke JSON parsing. Newer multi_json 1.21.x requires Ruby >= 3.2, so Ruby 3.1 remains on 1.19.1. Track the compatibility fix separately (or constrain JSON to < 3 for affected supported Rubies as a short-term workaround), then rerun CI; the matrix is configured fail-fast, leaving 13 other required jobs cancelled.

Constrain JSON to v2 in appraisals on Ruby 3.0 and 3.1 because those versions cannot install the JSON 3-compatible MultiJson. Leave newer Rubies free to test against JSON 3.
Pin JSON 2 directly in the three appraisals that exercise Ruby 3.0 or 3.1. Leave the newer ActiveModel appraisals free to resolve JSON 3 and document when to relax the pin.
Bumps ruby/setup-ruby from 1.321.0 to 1.326.0.
