Parse, Valid and ExtractLicenses reject LicenseRef exceptions #39
Description
#37 made ParseSyntax accept LicenseRef-* identifiers after WITH, but the normalizing path still rejects them. 168 ScanCode exception keys in licensedb fail this way.
Because HasCopyleft and IsFullyPermissive return false on a parse error, the failure is silent:
spdx.ExtractLicenses("GPL-2.0-only WITH LicenseRef-scancode-bacula-exception")
