Add cooldown profiles selected by registry URL - #666
Adds opt-in cooldown.profiles exposed at /cooldown/{name}/{registry}/, so clients can choose a waiting period through their registry URL. Each profile has its own policy and shares cached artifacts, upstream metadata and fetch coordination. Download URLs retain the selected profile, and filtered metadata and validators are kept separate. Existing unprefixed URLs keep the global policy.
The proxy now supports named cooldown profiles selected through profile-prefixed registry URLs. Each profile has its own policy, while proxy views share fetch coordination and package data. Existing unprefixed routes continue to use the global policy.

Summary
Define and validate profile policies config.example.yaml, docs/configuration.md, internal/config/config.go, internal/config/cooldown_profiles.go, internal/config/cooldown_profiles_test.go
Adds named profile configuration, policy construction, and validation for profile names, durations, patterns, and nested profiles. Includes examples, documentation, and tests.
git-pkgs/proxy#533 — Adds cached-artifact cooldown checks used when profiles share artifact storage.

Merge Risk: Low · up to c2dd1
Named profiles are mergeable with owner awareness, but a narrow Maven fetch case can bypass a stricter cooldown policy and warrants follow-up.
Security architecture risk: Moderate · up to c2dd1
Profile routing generally preserves the selected policy and separates filtered metadata. However, Maven publish-time collection can depend on which profile starts a shared download. A cooldown-disabled request can leave stricter requests without timestamp evidence, creating a conditional policy bypass when the upstream POM provides no usable date.
Retained concerns
Medium · security · inferred: Maven timestamp evidence is not independent of shared-fetch ownership. For an uncached .module with no stored publish time, a cooldown-disabled route can start the shared fetch without a Last-Modified callback. A strict-profile waiter receives its result without executing its own callback, then falls back to the POM timestamp. If that POM is missing or has no usable date, the existing unknown-time allowance can admit a recently dated module that a strict fetch owner would withhold. The PR therefore introduces cross-policy request-order influence over strict-route enforcement. A usable POM timestamp or an enabled owner prevents this particular escape; merely accessing an intentionally weaker profile is not itself the concern.
Security review details
Security Blast Radius
inferred — The identified exposure concerns Maven package-version downloads across policy views sharing the same fetch and artifact state. It requires access to a cooldown-disabled route, no recorded publish time, and an upstream module whose usable date cannot be recovered from its POM. The evidence does not establish arbitrary upstream selection, credential escalation, or exposure beyond the shared proxy resources.
Security Findings and Attack Paths
inferred — A client can initiate a cold module download through a disabled-cooldown route before a strict-profile request joins it. The owner omits timestamp observation, the waiter receives shared bytes, and its post-fetch check falls back to the POM. A missing or undated POM activates the pre-existing unknown-time allowance despite a usable recent module date. This conditional cross-policy path is distinct from intentionally downloading directly through a weaker profile.
Trust Boundaries and Controls
observed — Each Maven consumer still evaluates its selected policy. An enabled owner records the observed timestamp before shared completion, and a waiter can recover a usable timestamp from the POM. POM request failures other than missing content fail closed. These controls limit the concern to loss of timestamp evidence rather than general reuse of the owner's policy decision.
Resilience and Maintainability Implications
inferred — Successful shared fetching is insufficient to establish policy independence when authorization consumes evidence collected only by the owner. Existing profile tests cover sequential Conda and Helm policy differences and Cargo concurrency with a version allowed by both policies; they do not resolve the disabled-owner Maven case.

Explanation
[ #665 ] Profile configuration, protocol routes, shared fetch coordination, and profile-specific URLs implement the main objectives. Tests cover filtering, validators, concurrent requests, expiry, and an npm artifact cached through a permissive profile. The shared download cooldown helper checks the selected policy. The available evidence does not establish that Cargo, RubyGems, Hex, Pub, Conda, and cached Helm downloads call that helper before serving cached artifacts.
Resolution
Provide reviewable evidence that download checks for Cargo, RubyGems, Hex, Pub, Conda, and cached Helm artifacts enforce the selected profile, including when artifacts are already cached.

Make the artifact coalescing test wait for a cross-view waiter.
The final fetcher.calls == 1 assertion does not prove that the second profile joined the shared inflightFetch. Use a fetcher gate. Start one request through the first view, wait until its fetch begins, then start a request through the second view. Poll inflightFetch.waiters under the shared proxy's fetchMu until that second request has joined. Release the fetcher only after the waiter is observed.

Update the artifact coalescing test around countingFetcher and views to gate the
fetch: start a request through the first view, wait for its fetch to begin, then
start one through the second view. Under the shared proxy’s fetchMu, poll the
relevant inflightFetch until its waiters count confirms the second request
joined; only then release the fetcher and complete the test.

Looks good to me. Two notes on WithCooldown:
publishIndexes, added on main since the draft, isn't shared. Each profile gets its own empty cache, so it parses the same large documents again and holds up to 64 of them per profile. The publish times don't depend on the policy, so publishIndex could use &p.sharedProxy().publishIndexes.
cooldownWatch per view looks right to me: a view only hears about versions its own policy held back.
Two fields have come in since the draft, and a new field that isn't copied fails silently. A small reflect test could compare the view against the original, except for an allowlist (Cooldown, ShortestCooldown, shared, the per-view state). Then the next field has to be decided on. Fine as a follow-up.
