delta specs 并入主 specs（doc-behavior-parity 新增 + hook-protocol +79 行）；hook-protocol EOF 空行归一。
in-flight 仅剩 gate-toolchain-unverified（7.3 悬挂 hook 根治=宿主侧人工项，正当保留）。
Verification
纯归档 chore，不 bump 版本（house 惯例：PR #4/#25/#71 归档段同型）。
