chore(repo): align dev tooling and fix commitlint scopes - #12

The previous scope list was copied from sdk-rust rather than derived from this repository, so it both rejected scopes this SDK uses and accepted one it has no concept of. Remove xtask: it is a Rust build-automation convention and there are no Rust sources in this repository. Add the scopes the Python SDK actually uses but that were missing: resources, http, examples, devex, quality, readme, and deps-dev. Every subject in main's history and in the open feature branch now lints clean except four commits that use a non-Conventional type (api, http, main, utils); those are message bugs, not scope gaps, and are fixed separately. Verified by linting all 61 unique commit subjects across main and the feature branch with bun commitlint against this config.
