Linear issue: FA-381

WhatsApp Business inbound calling shipped to production on 2026-10-31 (platform-api 5e40af9, platform-web 38f3f49, keypad fallback follow-up 1718fb8). The docs had nothing on it.

New page: agents/telephony/whatsapp.mdx

  • How it works: Meta's call webhook → the platform answers → the bound agent takes the call; sessions carry source: "whatsapp"; inbound call webhook, post-call webhooks and analysis as usual.
  • What differs from phone calls: inbound only, no outbound, no transfers, no keypad (the menu's variable takes the fallback value).
  • Prerequisites: Meta app with the WhatsApp product, WABA + phone number ID, System User token with whatsapp_business_management and whatsapp_business_messaging, calling (Meta grants it after Business Verification).
  • Console import steps with the form's fields and the 422 / 409 cases; the App secret and token are stored encrypted.
  • Pointing the Meta app at https://api.fish.audio/webhooks/whatsapp with the per-account verify token, subscribing to calls; Pending → Verified, including that the first signed delivery verifies the account and that Meta only re-verifies when the URL changes.
  • When calls are declined (no agent, unpublished agent, calling off, no credit), caller/dialed number attribution, managing numbers (second number on the same WABA, one WABA per workspace, release keeps the verify token), billing, API visibility, troubleshooting.

Every statement is taken from the shipped code and the QA runs on FA-381; nothing about Meta's own pricing or policies beyond what the platform observes.

Touched pages

  • agents/telephony/keypad.mdx: sessions that skip the menu now take the fallback value (platform-api #2952); WhatsApp calls carry no key presses.
  • agents/telephony/inbound-calls.mdx: source is "whatsapp" for WhatsApp calls.
  • agents/pricing.mdx: WhatsApp calls carry no surcharge, WhatsApp numbers no rental.
  • agents/telephony/phone-numbers.mdx: provider values and a note pointing at the new page.
  • docs.json, llms.txt: navigation and index entries.

Checks

  • mint broken-links: nothing new (only the pre-existing temp/ template pages).
  • api-reference/openapi.json matches production (provider: whatsapp, source: whatsapp arrived with chore: update OpenAPI schema #307), so the OpenAPI check passes.
  • Internal links use root paths like the rest of the repo.

Summary by CodeRabbit

  • New Features
    • Added documentation for connecting WhatsApp Business numbers and handling inbound WhatsApp voice calls, including setup, call routing, number management, and troubleshooting.
    • Clarified how WhatsApp calls appear in sessions and how calls without keypad input are handled.
    • Added the WhatsApp calling guide to the telephony navigation and index.
  • Documentation
    • Clarified that WhatsApp calls and numbers have no phone surcharges, transfer fees, or rental charges.

A new telephony page for the WhatsApp inbound calling release: how
calls reach the agent, the Meta prerequisites, the console import,
pointing the Meta app's webhook at the platform, what differs from
phone calls (no outbound, transfers or key presses), billing, API
visibility (provider and source "whatsapp") and troubleshooting.

Cross-references: the keypad page's "sessions that skip the menu"
paragraph now reflects the fallback value, inbound calls mention the
whatsapp source, pricing lists WhatsApp with imported SIP numbers for
no surcharge and no rental, phone numbers link the new page.

The documentation has bounded setup and API-reference issues. Clarify registration eligibility, warn before replacing an existing messaging callback, and align provider and session-field descriptions. No production implementation failure is established; merging carries low risk with these corrections tracked.

Explanation

The title "docs(agents): WhatsApp Business Calling" names the main change: new documentation for WhatsApp Business inbound calling in the Agents telephony docs. The changeset adds a new whatsapp.mdx page and updates pricing, keypad, inbound-calls, phone-numbers, docs.json navigation, and llms.txt to match. The title is short, uses a conventional commit prefix, and is specific enough for a teammate scanning history.

Align the caller_number and dialed_number descriptions with WhatsApp sessions.

Line 68 now places source: "whatsapp" sessions in this table's scope. The table says both fields are null for non-phone sessions. Read literally, that includes WhatsApp sessions. The WhatsApp guide says both fields contain WhatsApp numbers for those sessions. Update both rows to match the guide.

Scope the sip_call_id attribution to phone sessions.

The sentence lists sip_call_id among the attribution fields of every answered call, including WhatsApp sessions. The table defines sip_call_id as the SIP Call-ID of the carrier's INVITE and does not qualify that row for non-phone sessions. The API reference describes the same field as "(phone sessions only)". The WhatsApp guide also states that a WhatsApp call has no telephone-network leg.

Limit the sip_call_id row to phone sessions, or state the WhatsApp value explicitly. Either change removes the implication that WhatsApp sessions carry a carrier SIP Call-ID.

Reconcile the Cloud API registration prerequisite with the PIN step for unregistered numbers.

The prerequisite in agents/telephony/whatsapp.mdx line 28 requires a phone number that is already registered for the Cloud API. The Enter your Meta credentials step asks for a six-digit two-step verification PIN when the number is not yet registered. A reader cannot tell whether an unregistered number can be imported, or whether registration must happen first. Users who skip the import may register the number elsewhere, or may abandon an import that the form describes.

Make the two passages agree. If unregistered numbers are not accepted, remove the PIN guidance from the import step. If they are accepted, state the registration path, and change the prerequisite to match.

Reconcile the Cloud API registration prerequisite with the PIN guidance in
“Enter your Meta credentials”: establish whether importing an unregistered
number is supported, then make both passages describe that same flow. If
unregistered numbers are unsupported, remove the PIN guidance; if supported,
document the registration path and update the prerequisite accordingly.

Warn that saving the callback replaces the app's existing default callback.

Meta allows one default callback URL per app. Saving the Fish Audio URL in this step replaces that URL for every WABA on the app that has no override. A business that imports calling through a Meta app whose existing callback already receives WhatsApp message events can stop receiving those events at its own service. This page does not mention the replacement.
