Bundle the same complete CLI package that the 0.4.0 release publishes. The runtime is unchanged, but its packaged release guidance has changed since the previous pin, so reproduce the plugin digest from that source.

The plugin pinned a CLI revision preceding changes to packaged documentation. Publishing standalone CLI 0.4.0 from current main would therefore differ from the bundled copy and fail the existing package reconciliation.
Pin the selected CLI release source and reproduce the unpublished plugin 0.4.0 digest. CLI runtime bytes, package versions, and API/Plan requirements are unchanged.
Validation: release compatibility metadata and deterministic package/install checks pass against the selected CLI checkout. Existing CLI CI and behavior review remain applicable; Skills CI checks the updated package identity.
