Why should HTML_ACCESS be a constant?

I don't see the point of creating the lock-in that you cannot change the value of HTML_ACCESS once it has been defined. Using a global variable instead allows for more flexible MVC constructions.

No reason really. I'm just just a strong believer in the "submit -> do stuff -> redirect -> display" pattern, but that is not a reason to lock others into it.

If you want it changed I suggest you submit a (backwards compatible) patch. =)

I like the redirect solution too, but I can't build my controllers the way I want to when HTML_ACCESS is a constant.
Will submit a patch soon.
